Does Technology Control Us? Weighing Determinism vs. Choice

In 1985, the historian Melvin Kranzberg wrote a now-famous line: "Technology is neither good nor bad; nor is it neutral." It's a strange claim, how can something be not-bad, not-good, AND not-neutral all at once? Understanding that sentence means understanding one of the biggest debates in the study of technology: does technology shape society on its own, or do people shape how technology gets used? This isn't just an academic question. It decides whether we blame a smartphone app for teen anxiety, or the choices tech companies made when they designed its notification system to be addictive.

Technological Determinism

Technological determinism argues that technology develops by its own internal logic and then forces society to adapt to it, largely independent of human choice. A classic determinist argument: the printing press, invented by Johannes Gutenberg around 1440, didn't just spread information faster, it directly caused the Protestant Reformation by making Bibles cheap enough for ordinary people to read and interpret scripture themselves, undermining the Catholic Church's role as sole interpreter. Determinists point to patterns like this across history: once a technology exists, certain social changes become almost inevitable, the assembly line demanded new labor structures, the automobile demanded highways and suburbs.

Social Construction of Technology (SCOT)

SCOT theorists, including Trevor Pinch and Wiebe Bijker who formalized the framework in 1984, argue the opposite: technologies don't have one fixed meaning or inevitable use, different social groups shape what a technology becomes and how it's used. Their classic case study is the bicycle. Early bicycles in the 1870s had a huge front wheel, marketed to young men as a symbol of athletic daring, dangerous and thrilling. Women and older riders, a different 'social group,' pushed for safer designs. That social pressure, not pure engineering logic, produced the modern 'safety bicycle' with two equal-sized wheels by the 1890s. The technology's final form was negotiated by people, not predetermined.

Kranzberg's First Law

"Technology is neither good nor bad; nor is it neutral." Kranzberg meant that technology always interacts with real social contexts, so the SAME technology, like social media, can empower activists organizing a movement and simultaneously enable authoritarian surveillance, depending entirely on who controls it and how.

A Modern Test Case: The Algorithm

Consider recommendation algorithms on video platforms. A determinist might argue: algorithms optimizing for 'watch time' will inevitably promote increasingly extreme content, because that's what holds attention longest, it's baked into the mathematical objective. A SCOT theorist would counter: engineers chose to optimize for watch time instead of, say, user-reported satisfaction or educational value. Different companies, different regulatory pressure, or different engineering choices could produce a completely different algorithm with different social effects. The technology's outcome reflects a choice, not an inevitability.

Avoid the False Binary

Most historians of technology, including Kranzberg himself, reject picking one theory as fully correct. The strongest arguments use BOTH lenses: technology creates real constraints and pressures (determinism has a point), while humans still make consequential choices within those constraints (SCOT has a point too).
